Syed Aftab, P.E.

Structures/Roadways

Syed has more than 32 years of experience in design engineering and construction management for various infrastructure projects throughout Texas. He has provided design  and oversight services for several Texas Department of Transportation (TxDOT) highway and bridge projects. Syed also has extensive experience in design and construction projects for the North Texas Tollway Authority (NTTA), as well as the Dallas Area Rapid Transit (DART)’s light rail starter line in Dallas. In addition, he has also worked on freight rail projects. He is experienced with budget and schedule oversight as well as managing coordination efforts among project architects, engineers, and agencies. 

As a team leader, Syed has been responsible for developing design concepts, preparing structural analyses and designs, and producing construction documents and specifications. Earlier in his career he was called to advanced assignments on projects with national significance, such as Boston’s “Big Dig” and the 1989 Loma Prieta Earthquake Caltrans major bridge retrofit program. More recently, Syed was responsible for working out the details ultimately used to construct the depressed LBJ Express Lanes, which involved major calculations to determine the specific geometries necessary to construct the managed lanes beneath grade without being classified a tunnel. Syed’s design saved Texas taxpayers tens of millions of dollars.

David Hosseiny, P.E.

Roadways/Drainage

David has 38 years experience designing and managing roadway, hydraulic, and highway projects. his experience includes supervising the design of horizontal and vertical alignments, drainage and hydraulic design, traffic studies, signing, pavement markings and channelization, traffic control and sequence of construction plans, and stormwater and pollution prevention plans. Prior to joining MVE, David served for eight years in the TxDOT Dallas District, with more than five years as a supervising design engineer for the Northeast Area Office. 

He is particularly experienced with on- and off-system bridge replacements, designing the roadway, bridge opening, stream channel, and vertical alignments with zero impacts upstream or downstream. He has experience working with FEMA and local authorities, providing reports and designs which exceed requirements in details and communication.

Ken Lindsey, P.E.

Structures/Roadways

Ken has more than 30 years of experience providing civil and structural design for transit, railroad, and highway projects throughout Texas. His expertise includes developing design concepts and preparing detailed calculations for bridges, retaining walls, and transit system structures. He has provided design engineering services for a variety of structural and transit projects for agencies including the Texas Department of Transportation (TxDOT), North Texas Tollway Authority (NTTA), and the Dallas Area Rapid Transit (DART).

Ken’s expertise does not stop with structures. He has laid out several directional interchanges and prepared major traffic control plans for major highways and interchanges. He also has performed detailed analysis and comprehensive studies on major historic structures, such as the W Lancaster Bridge over the Clear Fork of the Trinity River.

He is particularly experienced with on- and off-system bridge replacements, designing the roadway, bridge opening, stream channel, and vertical alignments with zero impacts upstream or downstream. He has experience working with FEMA and local authorities, providing reports and designs which exceed requirements in details and communication.

Richard Fields, P.E.

Roadways/Structures/Planning/Construction Management

Throughout his 35-year career in civil engineering, the roles Richard has held range from a beginning EIT to an owner of a successful mid-size civil engineering firm.  His experience includes project management; highway, roadway and drainage design; bridge and retaining wall design; and construction management. He was the organizer of a major advocacy organization, the Highway 36A Coalition. He is known for his leadership skills and creation of a productive employee culture.

Richard’s experience includes three years with the former Bridge Division of the Texas Department of Transportation. While with the department, he gained experience in prestressed concrete design (pre- and post-tensioned), concrete design, steel design, steel fatigue analysis, shop plan review, specification writing, load ratings of bridges, truss analysis and strengthening, bridge inspection, field measurement of fatigue stress ranges and computer programming.

Daniel Richardson, PE, CFM

Director of Transportation

Dan began his career in 1988 at the TxDOT Big Spring Area Office, where he became Area Engineer before moving on to the same position in Abilene. He moved on to responsible positions at the District office in planning, schematics, PS&E, bridges, hydraulics, pavement, traffic operations, geotechnical, and construction. 

Dan is an authority on highway design matters and the code book. Among his major projects was the development of the US 87 Truck Reliever Route schematic and PS&E in Big Spring, designed to interstate standards. Additionally, he played a crucial role in the six-lane Winters Freeway reconstruction, Loop 322 Jake Roberts Freeway widening, and the new-location US 277 Haskell bypass.

This deep design and area office experience give Dan a comprehensive set of experiences that few retiring TxDOT highway engineers possess.

George Behmanesh, P.E.

Program Manager/Municipal Services

George has over 40 years of experience in multi-disciplinary municipal infrastructure improvements including design and construction of roadways, drainage, water main, sanitary sewer system, traffic, and utility. His experience includes 29 years in the Transportation and Public Works Department of the City of Fort Worth. His final role with the city was Assistant Director where he managed and oversaw the implementation of several Capital Improvement Programs. 

George served on the Public Works Council of the North Central Texas Council of Governments (NCTCOG) in which he contributed to the creation of the Integrated Storm Water Management (iSWM) and the NCTCOG Public Works Construction Standards. He also led the development of the City of Fort Worth first Pavement Design Manual, the creation of City of Fort Worth Storm Water Utility, and the City of Fort Worth Utility Pavement Cut and Repair Standards. 

George is experienced with development of budget and schedule oversight as well as project management and coordination efforts among the project staff, contractors, and utility companies. He has extensive experience in public outreach and team building.

Cherita Andrews

Chief Experience Officer

Cherita began her career with Fortune 500 Companies, Proctor & Gamble, Xerox, and Ford Motor Company.  After living and working in Texas, she found she just couldn’t leave. While raising her family, Cherita became involved in building an engineering company. 

She’s doing it again with MV Engineering. In her role as Chief Experience Officer, she provides executive level oversight of company policies, procedures, development of new markets, and ensures project delivery happens with our clients knowing attention to detail occurs at every level. 

Over half of her 33 years of experience has been in the engineering business. In the end, Cherita matches problems with solutions and ensures the company meets its obligations with excellence.

Fabian Herrera, P.E.

Project Manager/Roadways/Drainage/Utilities

Fabian has more than 10 years of experience providing civil and transportation design for highway and metropolitan projects throughout Texas. His expertise includes developing design concepts and preparing detailed calculations for roadways and utilities. Fabian has provided PS&E services on a variety of roadway and utilities projects for agencies including, but not limited to, the TxDOT, the City of Cockrell Hill, the Town of Little Elm, Dallas Water Utilities, and the City of Fort Worth.
